He functionally is. Smash Roy was based on an early version of Roy and Sakurai just didn't have a lot to go on in general, so he kinda had to wing it when building the character. By the time FE6 came out, Roy had undergone quite a few narrative changes and what we got was nothing like the Smash version. Yeah...
