They average out the last year and you pay that monthly. At the end of the 12 months, if you paid less than actual usage, you have an extra bill. If you paid more, you get a credit. Just make sure you actually look at your monthly energy usage. I've seen someone have an issue at their place causing a massive increase in consumption but they didn't realize until months later and they were pissed at that bill when the 12 months was over.

Yeah ours makes adjustments if needed every 3 months and I get statements about my usage, average temp and usage compared to last year, and usage compared to other similar houses. I like the system they use. Ive been in this house 21 years and the highest bill I have ever had from them was $168 when we had a winter where like the whole month was well below 0. It temporarily spiked my bill from the $150 range to the $168. On my old furnace and old undersized AC unit that couldnt even cool my house into the 60s on warm days and would run 20 hours a day my bills were in the $140 range. The prices I see most others have to pay are high to me.
