All churches technically have a zero tolerance policy on sexual abuse.

It's just that they move the goalposts for what constitutes "sexual abuse" so that they can find a way to excuse the actions of their staff, or they say that it was "handled internally and resolved" when it wasn't. The Catholic church has a reputation for this, but the research and reporting that has come out about sexual abuse in evangelical denominations is just as bad. The Southern Baptist Convention's sex abuse scandals have gone comparatively unnoticed, largely because evangelicals are pretty good at controlling the media narrative. This megachurch pastor gets away with it the most because he's not part of a denomination, so there aren't even higher-ups you can report him to.

A lot of evangelicals (and people in power in general, frankly) like to embrace the forgiveness aspect of the Bible when it comes to abuse of authority, but they're all too happy to throw the "punish the sinner" aspect of the Bible around when it comes to poor people needing medical care.
