People have pointed out it looks like he taped over the screws where you can place the contact points for shocking functionality. Pretty much all e-collars vibrate with some having the ability to shock.

My parents have a dog they trained with an e-collar. I know that just taking out the remote and clicking it when it's not on gets the dog to react. It is very possible his dog has learned to yelp in response to being vibrated even if no shock is induced. Whether or not he actually shocked his dog on stream is up for debate as have no real way to know this.

What isn't up for debate is the dog is clearly uncomfortable trying to leave the bed area and Hasan got very angry when his dog was trying to get off the bed and used the e-collar on the dog in a situation an e-collar should not be used. This is a form of abuse. It's also something he had to spend time off screen training his dog to do.
