Absolutely yes. We'll have a 4-5 Steelers playing a 3-6 or 4-5 Bengals in three weeks for the division. The thing that might prevent it is the Ravens still have to play both twice, so 8-9 would be more likely than 7-10 for sure. Speaking of the Ravens, they could potentially be leading the division at 4-5 in two weeks. They'd have the tiebreaker. This division is a mess.

I am unconvinced Pittsburgh would be a home favorite against Baltimore right now when Lamar is back though.

Honestly the Ravens playing 3 of the worst 4 teams in the entire league the next four weeks, and a middle road Vikings team. The Ravens have no excuse not to be at least up to 5-6 when they get their back to back home games with the Bengals and the Steelers. Even 4-7 entering those games might be enough though!
