If any Chinese EV manufacturers open plants in Canada it likely will be with the idea of eventually trade between Canada and the States will normalize and thus Canada will become a vector for them to be able to import vehicles into the country. Yeah, in general a car needs to be 25 years or older before you can import it to America.
