I'm seeing multiple things saying that maxed Mel aspects counted pre 1.0 but not post 1.0. I had Mel aspects maxed for dozens of runs with nothing popping and no real new dialogue happening with some of the relevant NPCs then as soon as I maxed a non-Mel aspect they instantly popped.
