what are they going to do for developers? You can make a game for the xbone that will look like shit on the scorpio or making a game for the scorpio that plays like shit on the xbone.

Getting the Scorpio's specs in 2013 would have been way too expensive. They have to make consoles affordable at the start in order to actually have a userbase. Plus they have to use hardware that actually exists two or three years prior to the console's launch so developers have something to go by when developing launch titles.
