I had thought that she found out that I cheated on her, and was mad at me. Turns out that she just moved on after I stopped responding to her, have been trying to get back with her since then since I've determined that she could be the one. We never officially broke up, so she shouldn't be dodging me like this, I at least deserve a formal breakup in person.

You got your formal break up when you decided to put distance between you both and start ignoring her texts and calls. Stop being a stalker and move on. She also told you herself to move on so theres your frmal break up.
