No, blockhead. The only countries that love to use coal is China and Japan. Europe doesn't like it, and Africa/Middle East have their own oil. So the only way to transport it cheaply is through the Pacific.

The coal exports would have nowhere to go because California, Oregon, and Washington state has a problem with coal - thus making it harder to transport, and harder to sell.
