...the Super Saiyans around the Android/Cell saga at least; it is said that Goku once he achieved mastery of God Ki was made much stronger in his base form (by some accounts he's as strong as a SSJ2 without God Ki).

So by Super's logic, after training with his wife for months (who has also gotten stronger since the Cell saga) he is possibly near Imperfect Cell or Broly in his first appearance
