Supposedly, politicians are conditioned never to accept blame or fault for anything, or even using words that could convey accepting blame. So while it looks like W is forgetting the phrase, he's actually short-circuiting because he realizes he'll have to use the phrase "Shame on me," which runs against his politician conditioning. --- ...
