By the time it became usable power creep had rendered it completely outclassed, I almost feel sorry for it. Plus if it had been added to a later gen, it probably would have received a second type. Water is one of the most over-saturated mono-types (probably second only to normal), made worse by the countless dual-types. Granted, the character design would still be kinda meh.
