By the time it became usable power creep had rendered it completely outclassed, I almost feel sorry for it. Plus if it had been added to a later gen, it probably would have received a second type. Water is one of the most over-saturated mono-types (probably second only to normal), made worse by the countless dual-types. Granted, the character design would still be kinda meh. Isn't there only two starters that are duel types? Dual, not duel. And I'm also referring to evos, since most of the later starter Pokemon have an additional type for their final form (or even earlier, since Combusken, Monferno, and Pignite all pick up fighting). But yes, Bulbasaur and Rowlet are special for starting as duals and Rowlet is double special for that second type changing.
