When somebody says starter Pokemon, they're talking about charmander, not charizard. For the purposes of this poll, or which one you think is best, considering or not considering evolutions is your choice. If you want to vote charmander because you love charizard, that's your choice. I personally see each Pokemon as it's own thing. I do not take evolution into account when somebody asks, "Do you like growlithe?" Except for to say, "Yes but aracanine is way cooler." ...
