I'll say it again, a starter Charmander is the same as a starter Charizard. The same doesn't apply to any random Growlithe and any random Arcanine. Those are general Pokemon, while starters are specific instances.
When Pikachu was in the poll I didn't factor in Pichu or Raichu, because the starter Pikachu could be neither of them. I didn't factor in Light Ball either, since it was introduced later. I wouldn't factor mega evolutions either, though I think they're available in ORAS for the Hoenn starters yeah?
