It happened to one of my friends who said he was stuck on it for over an hour, which shouldn't have been possible. To activate Network Connection, the latest update file for NieR: Automata, which I believe is 1.04, needs to be downloaded. The file size for the download is 3.5gb and that takes roughly 5 hours with my internet speed so I thought I'll try for a couple of hours and I ended up succeeding.
