Not true. They can associate certain IP addresses with certain accounts and track you that way, but IP addresses can change so it's not perfect.


This. In regards to showing the user their own activity, this is what we're talking about. Obviously Google still tracks user data without their knowledge. They just don't make it publicly visible.

Pretty much. I did tech support for an ISP once, and they are able to associate an account (read: address) with multiple changing IPs. If you can assume cooperation with corporations like Google and ISPs, they could ostensibly track you across IPs. VPNs make it more difficult, but unless multiple people are using them, it's not impossible.
