Be sure to keep in mind that we live in a world with limited resources and enforcement time. If there's no reason to believe they are terrorist threats besides their race and religion, then yea they should be treated as equal threats under the law. That's not to say the Arab Muslim man isn't more statistically likely to be a terrorist, he is.
