I enjoy the game quite a bit, and would count it among the greats. But it plays everything way too safe for my tastes - from combat to design to plot - to be considered close to the best. The main series should be about taking risks and innovating with each new installment, even if those risks don't always pay off. Plus too many of the big plot moments are carried way too much by the soundtrack - the 'You're Not Alone' scene is nothing special and pretty forced if you remove its amazing titular track from the mix. Ultimately the plot never really stirred me to great emotional heights like other entries in the series, because it never took risks and thus never really surprised me (the Assault of the White Dragons sequence is really the only bit in the game that made me sit up and go 'holy fuck this is awesome!').

And I think 9's play-it-safe method is a big factor in why the internet praises it so much: it doesn't do anything controversial, and thus doesn't leave a lot of easy targets for criticism. Sure, you can complain about the battle speed, or this spell or that spell not being balanced properly, but there's not really any glaring flaws that detractors can sink their teeth into. And on the internet, having a gaming preference over which you don't have to make yourself vulnerable by constantly defending is pretty much the holy grail.

Thankfully, the steam/mobile versions have options to increase battle speed(that aren't the cheats), so it helped there.
