No you are forced to use the white phosphorus. The developers commented on it. They said something like "you might say that's not fair. I'd say you're right." and they left it at that.
Well that's a bit of a cop-out.
Not in context. Basically, the game plays with the idea of choice while reinforcing at times that there will be times when you won't actually have a choice. You're not given a choice not to trust the CIA agent, for example. And a lot of people were quick to point out "Well if I did X at part Y and did W at part Z instead of what the game forced us to do, things would have been okay." And the response is "If you don't want to commit atrocities, just stop playing the game. You're trying to be a hero, and you're not one."
