The Mishima Zaibatsu that did this was under Kazuya's control Heihachi finds Kazuya weak and stupid. Therefore, since Kazuya was interested in fighting dinosaurs, Heihachi will instantly think fighting dinosaurs is weak and stupid. This is evidenced by Heihachi just releasing Alex out into the wild when he took over instead of wanting to fight him.
