They didn't register as agents of Russia, actually. Manafort registered as an agent of Ukraine (which...he was an agent of the Russian backed part of Ukraine so sure, basically Russia). Flynn, on the other hand, registered as an agent of Turkey. Which...yeah, that one is weirder.
