So it would be like if I were born in the U.S. and was being persecuted by U.S. officials but Canada would offer sanctuary?

How do people use it now? "Jimmy John was granted the right of asylum in Canada after being persecuted in the U.S. for years"

Doesn't sound like a right anyone should have.
