Countries or states don't usually have authority outside of their jurisdiction (there's very rare cases where they can), so if someone wants to lay low somewhere else, they can. If it's for an unfair reason, they're essentially safe.

If a criminal is being "hunted" so to speak, the state police where he committed the crime can't do anything if he leaves the state. They can call for other states to search though.
