It's less common these days, but still exists. Most will acquire the same IP address from the ISP when rebooted, but not always. I worked for Comcast a few years ago. If I recall, their policy is to hold an assigned IP for a customer if they disconnect for a few days, but if they don't reconnect within a certain timeframe their IP will go back into the available pool.
