Not all homeless people are black and I'm assuming he's referring to spraying the sidewalk while I'm assuming the homeless are sleeping there.
I mean I don't agree with him and they can request the homeless move as it's being washed in the morning but I would want more info on this

Yes, and in context is Larry referring to when people are there. That's what I would want as a follow up. If he means just literally washing the sidewalk he's an idiot. But if he's referring to when homeless are sleeping there...then it's more complicated
