Not all homeless people are black and I'm assuming he's referring to spraying the sidewalk while I'm assuming the homeless are sleeping there.
I mean I don't agree with him and they can request the homeless move as it's being washed in the morning but I would want more info on this

Yes, and in context is Larry referring to when people are there. That's what I would want as a follow up. If he means just literally washing the sidewalk he's an idiot. But if he's referring to when homeless are sleeping there...then it's more complicated

Homeless people don't always live or sleep in the best conditions. I've seen them take shits in the middle of the street and next to their "home" (cardboard /blanket)
