I thought Mexico had incredibly regressive immigration laws and an unfriendly attitude toward migrants/foreign workers. My gf is from Guatemala and tells me that Mexico is significantly less welcoming to Guatemalans and Hondurans than the US is toward Mexicans. Maybe that's started to change recently though, I dunno. Now I can't speak to Mexico specifically but perception is everything. Australia is a great example - tough immigration laws, not very welcoming, still has high immigration because it's a desirable place to live.
