It's not at the expense of anyone. It's more accurate to say being poor is a disadvantage. The wealth is only lopsided because the top of the top tend to be white. The majority of poor people are white. Regardless, this would apply to populations, not individuals. Being white only statistically increases your chances of having had a better start.
