I don't think there's ever been a moment playing this game that I got hooked by Roadhog that I feel like it was unfair, especially after the first nerf to his hook. You just have to learn to play around it, just like how you do with literally every character in the game. Admittedly I haven't played in a while, but this just seems to be a reaction from people whining about being hooked and killed immediately.
