They basically think there's no accountability for their actions and if you can get away with evil, there's no one to judge them. I see it from a different perspective, that some folks behave only because of said deity/deities possibly watching over them and the possible reward/punishment for their behaviors. Like impatientperson stated, some of us try to be good and respectful of others simply because it is the right thing to do.
