Debatable. The wording of the event didn't specify a timeframe in which he had to close his account, yet like with most things in life we make assumptions about things and it was assumed the closure would be carried out soon, perhaps within a week of losing.
At this point the bet and the closure are wholely unrelated and in my eyes he's still a welcher.
Plus he specifically listed the reason for the closure as being something else.
