It means rather than doing the same shit over and over in the hope of getting better you should be mindful of how you're doing it.

For example if you're having trouble playing a line on guitar it might not be that you haven't played it enough, it might be that your picking technique is shitty. No amount of repetition will help you unless you change how you're doing it in the first place.
