That's literally the definition. I mean...that's literally how we determine what is and isn't illegal and what the extent of the written laws are. That's the entire job of a judge. Determining whether or not you have broken a law and done something illegal and, if so, to what extent.

However it is, entirely possible that the opinion of a person or institution of authority is wrong; therefore the authority that such a person or institution holds does not have any intrinsic bearing upon whether their claims are true or not.
