Before his maybe-technically-legal but still extremely inappropriate pardon, Trump had attempted the definitely unacceptable move of trying to get the DoJ to drop the case against Arpaio:

No, it wouldn't be unprecedented and yes, of fucking course they can "do it to anybody." That's kind of the whole fucking point of the rule of law!
