Congress actually took a big chunk of power back following Watergate (FOIA and the bull requiring the President to ask for Force Authorization being the big 2)

And really just watch this budget process.

Trump has proposed a budget but I am willing to bet the budget they go with ends up being drawn up by McConnel.

The thing most people dont realize is that a sizable chunk of the executives power is derived from tradition.

The Senate Armed Forces Committee could begin directing the DoD with absolutely no legal problems mainly because a large chunk of the "Executive Branch" is already a shadow 4th branch of bureaucracy anyway. And this group has been serving as a sort of informal check on Trumps power by not implementing his agenda

I will agree that Trump himself is muddying the trends here - while he has been bleeding power to Congress the judiciary and career government employees he has been posturing like an autocrat.

As it turns out oir institutions are a lot stronger than Trump - and a lot of observers -thought.

A big part of this has been that McConnell - and not Trump - has driven the agenda and shaped it. Thats a HUGE departure. Harry Reid and Nancy Pelosi didn't have anywhete near this influence over obama.
