Yeah, that's the stuff I had in mind. You'd think after Katrina the entire South would've been extra vigilant so that things like this wouldn't have been nearly as terrible.


I think they are aware of what needs to be done, but redoing infrastructure on a scale that big would be immensely expensive, at least in the mid-twelve digits
