That's pretty much how I've always seen people talk about it. Socially awkward people are people who are anxious about social interactions and constantly feel awkward in social situations because of it.

People who are confident don't care about what other people think so they're generally not socially awkward. Trump doesn't have any issues talking to people clearly. He just constantly puts his foot in his mouth.


I would, for example, describe the kid when I was in high school who would spout Chuck Norris jokes in class and say "desu" all of the time as being socially awkward, even if he didn't seem to think he was being awkward.
