How is that okay for a public serviceman, during office hours, in conversation with the public who they are meant to have a relationship of respect with, to make such a joke?

Please make a proper response instead of pooping your pants and eating it like you just did.

Imagine you've been doing your job properly for 28 years, having "a relationship of respect" with the public, and now, due to how much the media is painting police in a negative light, when you pull someone over, they make some sweeping generalization about you that you're going to potentially shoot them just because they want to try to get their cell phone and they've "seen way too many videos of cops". You've been an upstanding policeman all these years and now, thanks to those "way too many videos", you're automatically considered someone to be scared of, and it's pissing you off. So, you get fed up, and you make a sarcastic remark back to the person, referencing those same videos they've seen way too many of that generally push the statement that cops are out to get African Americans. Should he have made the comment? No. Is he human, capable of making mistakes? Yes. Was he being sarcastic? More than likely, yes.
