same reason England does. it's part of their culture. they don't actually have any power anymore. The royal family lost all official power at the end of WW2. but they already had lost it for practical purposes, even before that. during the war, the emperor was already a figure head, and the Japanese military was the real power. and in the feudal era even, it was the Shoguns that really wielded power. in truth, the emperors haven't had actual power in centuries. but they are powerful figureheads in Japanese culture, because in Shintoism, its believed that the Emperor is a direct descendant of the Sun Goddess
