The chemical plant fucking exploded and killed people. I think that yeah, there should be regulations in place to prevent that from happening. The plant was designed to survive a 500 year storm. This was greater than that. Nothing they could do. You can't completely eliminate risk all the time. Nobody died and few were injured in spite of this being so bad.
