It's just a quick and simple reminder of the traffic rules. You pay a fee, answer some simple multi choice questions and if you pass the quiz you don't get points on your license and the infraction doesn't affect your insurance rates.
But not all infractions qualify for traffic school and at least here in California you can't take it too often. You have to wait a certain amount of time before you can do it again.
It's a scam to entice you to just pay the fine to avoid risking an increase in insurance rates. Or possibly losing your job since many driver jobs have limit to how many points you can have on your license.
