Men who pay child support are exempt because they already pay a substantial amount of income to raise a child and they have not walked out since they are paying child support.
This tax will prevent men from avoiding the responsibility of raising a child since it is automatically taken out of income.
This goes to all women because it is a saftey net for women and would encourage women to have children since they know if they have a child they would have a financial saftey net to back them up once again giving women power and not being tied to a man for financial support.
