In the case that you are, psychologically, that phrase is usually indicative of someone asking for themselves while trying to deflect the stigma of doing so. However, if you are being ironic and you know this then when did this "Asking for a friend" thing become a new meme? I've seen it three times in a week. so what if he is asking for a friend or if it applies to him? what difference does it make? --- "A weapon to surpass Metal Gear."
