I think people overestimate how much control over the state of affairs the president actually has. There is no good governance button in a world where most people subscribe to an invisible hand model of the economy and, wrt society how do you intend to produce a cohesive national image if everyone gets a different hand dealt to them? Where everything has to be an ad hoc response to something that has already happened earlier.
