To be fair, all of the characters on Voyager received very little development.
The Doctor makes huge waves.
Seven of Nine has tons of development.
Torres (especially at the start, but also later) and Tom have some.
Neelix, Tuvok, and Kes have bits and pieces.
They try to develop Chakotay, but writers blame Robert Beltran for phoning it in and Beltran blames shit writing.
Janeway somehow makes negative progress.

I take back some of what I said about Harry. He actually fucking dies, but it's never talked about again. And he's a regular guy working hard for a promotion. That's a role that's rarely seen throughout the series. Until Lower Decks, the closest you get is Miles O'brien, then maybe some of TOS's cast. Star Fleet is a world of geniuses. by design, and Harry Kim generally performs his role well, but doesn't do enough to stand out to get that promotion. He's the guy at your work who thinks putting in the hours will give him a good retirement, meanwhile the asshole who fucks shit up gets promoted because they get noticed more.
