It would take about a million years to colonize the entire galaxy. If they go through a million planets at the start, and it's all non-intelligent life, they'd only be going through .001% of all the stars in the galaxy, assuming one planet per star.

So, it would only mean that, although intelligent life is rarer, we simply haven't found them yet.
