Yeah the entirety of Tamriel, including the country of Skyrim, was under the rule of one emperor, Tiber Septim, but he dies during the events of Elder Scrolls 4 Oblivion. TES5 Skyrim is 200 years after Oblivion, and new political factions have popped up in that time and are trying to enact their will over the continent, and it's coming to a head in Skyrim. He was part of Oblivion?
