Anybody with half a brain in Washington DC knows that it was going to take longer than 20 years to turn Afghanistan into a unified Nation.
We're dealing with a Tribal region who have "NEVER / EVER" previously considered themselves a unified people.

Nobody who has dealt with Afghanistan was going to think it was going to be "Quick or Easy" to unify the local people into a Nation State, especially with the Tribalistic mentality that prevails amongst those in Afghanistan.
